Personally, I think it is a good idea to make this election a referendum on Bush. However, I'm not sure it's a good idea to focus, laser-like, on the economy. Iraq and security matter a great deal in the post-9/11 world and Kerry needs to make this election a referendum on Iraq too.
Sometime soon, the 1000th US soldier will die in Iraq. I'm guessing the media is going to say something about that.

Updates: Sadly, 8 US soldiers died in Iraq Tuesday and the 1000 threshold was crossed.
